When all of these conditions are met:
Acting user is not any of hzbh, hzbh-forms
Content source is Email
Is newly created is true
Receiving email addresses include all of Restricted Application Email
Take these actions every time this rule matches:
Change status to: Invalid.
Change priority to: Normal.
